Toronto Basement Flooding Protection Subsidy Increase to $6,650

Breaking News: starting May 1, 2026, the City of Toronto proposes the Basement Flooding Protection Subsidy Programme (BFPSP) be increased. This would approximately double the amount available to qualifying home owners from a possible total of $3,400 to a maximum of $6,650 per property. Sump pumps, backwater valves, and installations of new items like sump pump battery backups are the focus of this subsidy increase.

Reasons Why Toronto Homes May Be At Risk

Toronto may be more susceptible to basement flooding than many other areas of Canada. Many homes in Toronto were built in the mid-1900s when building standards and waterproofing technology were not as advanced as they are now. The area’s wet weather patterns overwhelm drainage, causing sewer lines to back up into basements during heavy storms. These drainage issues are exacerbated by the clay-like soil upon which many homes are built. The proposed subsidies, if approved by the Infrastructure and Environment Committee (IEC), can make a difference in affordable flood prevention for homeowners.

City of Toronto Sump Pump Rebate

Under the plan, sump pump subsidies are proposed to increase by 28%, taking into account the growing costs in the market and inflation. Even with the great risk of basement flooding in Toronto, Mayor Olivia Chow stated that “sump pumps…might be the last thing on the mind of a family struggling to make ends meet”. The BFPSP aims to make sump pump installation more possible for every Toronto family with a home with a basement.

Additional Sump Pump Subsidies

Additionally, Toronto homeowners installing/retrofitting a sump pump battery backup system can realize a $300 subsidy. A battery backup system is essential in the event of power disruptions. This supplemental amount, according to Mayor Chow, means that Toronto home owners and their families “can afford to protect their homes and their families from the next big storm.”

City of Toronto Backwater Valve Rebate

Along with the proposed flood prevention subsidy increase for sump pumps, the BFPSP is also proposing a subsidy increase of 28% for the installation of backwater valves. These valves are designed to stop dirty water from the city’s sewer lines from backing up into a basement. The subsidy can also be applied to a second backwater valve if a home has numerous connections to the sewer.

Sump Pump Rebate Toronto

With approval, the proposed increased BFPSP, if passed, will increase the maximum amount a Toronto home owner can apply for. This can be up to $6,650 for the installation of sump pumps and backwater valves. The new Home Plumbing Assessment Subsidy for home plumbing assessments and evaluations is also proposed. Licensed, knowledgeable plumbers, such as Water Guard Plumbing with over 20 years of experience, are required to conduct the assessments.

Prepare today to take advantage of the proposed changes expected in May 2026. Make sure that your basement is left low but dry when the next weather system comes through.
