Toronto Plumbing Rebates: Basement Flooding Protection Subsidy
Toronto expanded the program on May 1, 2026. The current amounts below apply to eligible work completed on or after November 12, 2025. Work completed before that date remains subject to the previous limits.
Toronto sump pump rebateUp to 80% of eligible invoiced costs, to a maximum of $2,250 for one sump pump, plus up to $300 for an eligible battery backup.
Toronto backwater valve rebateUp to 80% of eligible invoiced costs, to a maximum of $1,600 per device for as many as two devices.
Home Plumbing Assessment
Up to 80% of the invoiced cost for a one-time assessment completed by a licensed plumber.
Backwater Valves
Up to $1,600 per device for a maximum of two new or replacement devices, including eligible alarms.
Sump Pump + Battery
Up to $2,250 for one sump pump, plus up to $300 for an eligible battery backup.
Weeping Tile Capping
For eligible severance and capping of the foundation drain connection to the City sewer system.
Important Toronto requirements
- The applicant must own an eligible single-family, duplex, triplex or fourplex residential property.
- The contractor and subcontractors must hold a valid City of Toronto business licence when the service is performed.
- A building permit and City inspection are required for a backwater valve.
- Downspouts must be disconnected from the City sewer system unless the property has an exemption.
- Original electronic invoices and supporting documentation are required.
Application timing
For eligible work completed on or after November 12, 2025, submit the application within two years of each installation or service.
For work completed before November 12, 2025, the older amounts and a one-year application deadline apply.
Eligible low-income seniors and low-income people receiving disability benefits may receive reimbursement of labour and material costs up to $500. Household income must be $50,000 or less, and the application is due within one year after the work. Check the City’s full criteria.
Mississauga Basement Flooding Prevention and Resilience Rebates
New installations must be approved by the City before the work starts. Final approval must be requested within six months after pre-approval.
Sump Pump
Maximum rebate for an eligible sump pump measure.
Storm Backwater Valve
For an eligible valve on the storm lateral with required downspout disconnection.
Weeping Tile Capping
Maximum for eligible foundation drain pipe capping.
Downspouts
$125 per eligible disconnection, up to $500 total.
The total rebate cannot exceed $7,500. Unused room under one measure cannot be transferred to another measure.
Flood Resilience Rebate
Registered homeowners may qualify for eligible water-resistant materials and other flood resilience upgrades after residential flood damage caused by an intense rainfall event on or after July 8, 2013.
The Correct Program Depends on the Pipe
Mississauga’s program addresses storm-side flood protection measures. A sanitary backwater valve may instead fall under Peel Region’s program. A plumbing assessment can help clarify the existing connection and suitable measure.
Markham, Peel Region and Vaughan Plumbing Rebates
Each program covers a different type of system. Confirm the municipality, pipe connection, property type and approval sequence before selecting the work.
Private Plumbing Protection Rebate
- Indoor backwater valve: up to $1,750.
- Outdoor backwater valve: up to $2,000.
- Weeping tile disconnection with gravity redirection to the storm lateral: up to $3,000.
- Weeping tile disconnection with sump pump: up to $5,000.
- Storm or sanitary lateral repair/relining: up to $2,500 each.
Sanitary Backwater Valve Rebate
Available for eligible installations at single, semi-detached and townhouse properties in Peel completed after July 16, 2024.
- The valve must serve one dwelling unit on the sanitary lateral.
- A local building permit and passed inspection are required.
- Limit of one sanitary backwater valve rebate per residence every 10 years.
- Mississauga storm-lateral valves use the City program instead.
Back-Water Valve Subsidy
The maximum includes eligible labour, material, permit fees and taxes. The valve must be installed by a certified plumbing professional.
- Obtain the required plumbing permit.
- Keep the work visible for City inspection.
- Submit the application and supporting documents within one year after completion.
- Funding is first-come, first-served.
Halton Region Basement Flooding Prevention Subsidies
These current maximums apply to qualifying work completed after July 15, 2024. Most flood-prevention applications must be submitted within one year after the work.
Backwater Valve
For an eligible interior installation. Exterior backwater valves are not eligible.
Weeping Tile + Sump Pump
For qualifying combined disconnection and sump pump installation work.
Wastewater Lateral
For eligible lining or repair when a confirmed private-side defect contributes to backup risk.
Downspout Disconnection
For a confirmed downspout connection to the wastewater system.
Exterior Storm Drain
For eligible disconnection from the wastewater system.
Water-Efficient Toilet
One-time rebate for an eligible WaterSense-certified toilet installed at a qualifying residence.
Flood-prevention applicants generally need a Halton property connected to the municipal wastewater system and evidence confirming the relevant drainage condition. Review the Halton basement flooding program before starting.
York Region Plumbing Rebates: Check the Municipality and Property Type
York Region does not publish one general residential plumbing rebate matching the Toronto or Halton programs.
Residential properties
Start with the applicable local municipality. For example, Markham and Vaughan operate the programs summarized above. Requirements can differ elsewhere in York Region.
Businesses and institutional properties
York Region publishes separate water-saving and protection incentives for eligible businesses. Those programs should not be presented as a general homeowner plumbing rebate.
Before Starting Plumbing Rebate Work in Toronto and the GTA
A rebate does not automatically follow an installation. Use the municipality’s order of operations and keep the documents needed to prove eligibility.
Confirm the Property
Identify the municipality, property type and the relevant pipe: sanitary, storm, foundation drainage or a private wastewater lateral.
Check Pre-Approval
Read the official program before work begins. Mississauga requires pre-approval, while other programs have their own permit and inspection sequence.
Document the Work
Keep itemized paid invoices, permits, inspection records, photos, forms and contractor information required by the program.
Apply on Time
Submit within the stated deadline and understand that approval and funding remain subject to the municipality’s final review.

How much is the Toronto basement flooding subsidy in 2026?
For eligible work completed on or after November 12, 2025, Toronto offers up to $6,650 per property: up to $500 for a one-time plumbing assessment, $1,600 per backwater valve for a maximum of two, $2,250 for one sump pump, $300 for a battery backup and $400 for eligible weeping tile severance and capping.
Do I need approval before installing a sump pump in Mississauga?
Yes. Mississauga requires pre-approval for new basement flooding prevention measures. Work completed before approval may not qualify. Final approval must be requested within six months after pre-approval.
Does every municipality rebate the same plumbing work?
No. Toronto covers several flood-protection measures, Peel focuses on eligible sanitary backwater valves, Vaughan has a back-water valve subsidy, and Halton covers several confirmed wastewater and drainage conditions. Always use the rules for the property’s municipality.

Should I choose a sump pump or a backwater valve based only on the rebate?
