Basement Flooding Protection Subsidy Program
Toronto offers a subsidy on installation of flood-protection measures for the owners of residential properties that are single-family, duplex, and triplex. This includes:
- Sump Pump Installation
- Backwater Valve Installation
- Capping/severance of external weeping tile or home storm sewer connection

Mandatory Downspout Disconnection Financial Assistance Program
Toronto also offers a reimbursement on materials and labour for downspout disconnection for those with low incomes that are also seniors or persons with a disability. Restrictions include:
- Own a residential property in Toronto
- Have a total household income of less than $50,000
- Ether be over the age of 50 (further restrictions apply) or a person receiving disability benefits

City of Mississauga Plumbing Rebates
Foundation Drain Collector (FDC) Sump Pump Subsidy Program
Mississauga offers a subsidy on sump pump installation if you reside on a street that is serviced by the FDC. Other eligibility requirements include:
- Sump pump installation took place after December 31, 2017
- Installation was performed by a licensed by Ontario, and the business has a City of Mississauga license
- Original copies of the invoice are attached to the completed application

City of Markham Plumbing Rebates
Private Plumbing Protection Rebate Program
The City of Markham offers a range of subsidies for various flood prevention plumbing services, including retroactive rebates for installations after May 1, 2017. Some of the measures that are covered include:
- Indoor and Outdoor backwater valve installation
- Weeping Tile Disconnection
- Storm and Sanitary Lateral reline and repair

Region of Peel Plumbing Rebates
Downspout Disconnection Rebate Program
The Regional Municipality of Peel offers a rebate to disconnect your downspouts if you are in the eligible regions and you have not previously received a subsidy from Peel Region for basement flooding remediation or downspout disconnection. The two programs include:
- Downspout Disconnection Subsidy Program: With a maximum of $100 per home for multiple downspout disconnections.
- Downspout Disconnection Financial Assistance Program: With a maximum of $1,000 for low-income residents that are seniors or persons with disabilities.

Business Equipment Replacement Incentives
If you are a business with inefficient water fixtures you may qualify for this Peel Region replacement incentive on top of the savings and benefits of switching to more efficient systems. These include: Walk-in fridge/freezers, Pre-rinse spray valves, Ice machines and more. Businesses replacing more than 20 units at a time must be pre-approved before applying. You could be eligible for an incentive of between $25 and $1,000. Some restrictions apply.
Sanitary Backwater Valve Rebate Program
Eligible homeowners in Peel Region qualify for a sanitary backwater valve installation rebate. This is to combat potential basement flooding from sewer backup due to heavy rainfall. Eligibility includes:
- You have reported flooding that was caused by rainfall to Peel Region or you can provide proof of a flood-related insurance claim.
- You have not received a subsidy from Peel Region due to previous flooding through remediation programs.
You may be eligible for a rebate of $700. Some restrictions apply.
City of Vaughan Plumbing Rebates
Back-Water Valve Subsidy Program
In order to assist homeowners with backwater valve installation and prevent sewage from entering their homes, the City of Vaughan offers a subsidy program. Eligibility requires:
- That the home is not currently under construction.
- That the installation is performed by a certified plumbing professional.
- That the homeowner obtains a plumbing permit.
- That the homeowner provide documents from the manufacturer identifying the backwater valve, and an invoice from the plumber marked as “Paid in Full.”
- That the installation is inspected by a member of Vaughan’s Building Standards Department.
You could be eligible for a subsidy of 50% of the invoiced cost up to $750. Some restrictions apply.
Region of Halton Plumbing Rebates
Backwater Valve Installation Subsidy
In order to reduce the likelihood of homeowners’ basements flooding due to sewer backup during heavy rainfall, Halton Region is offering a subsidy for backwater valve installation. The application process requires that:
- The homeowner applies for a permit and arranges for an inspection by the local municipality.
- The contractor must verify with a written statement that your weeping tiles have been disconnected from the sanitary sewer system.
- The homeowner must download or pick up, then send in or drop off a completed subsidy application (link below).

Weeping Tile Disconnection and Sump Pump Installation Subsidy
Having your weeping tile connected to your sanitary sewer system increases the likelihood of flooding during heavy rainfall. Halton Region is offering a subsidy for disconnecting it and installing a sump pump in order to remove the water. The application process requires that:
- The homeowner apply for a permit before work begins and arrange for an inspection by the local municipality after the work is complete.
- Your contractor must be selected from the available list of Halton Region’s authorized plumbing contractors (found here).
- The homeowner must fill out and submit a completed subsidy application (found here).

Sewer Lateral (pipe) Lining and Repair Subsidy
In the event that your sewer laterals are in poor condition due to cracks or blockages, heavy rainfall can cause flooding in your home from municipal sewer line backup. To prevent this, Halton Region is offering a repair subsidy. The subsidy application requires that:
- The homeowner obtains any necessary permits from their local municipality beforehand and a municipal inspection after-the-fact.
- There must be CCTV footage of the inside of the pipes both before and after the work to prove that they were in sub-standard condition.
- The homeowner submits a completed subsidy application (found here).

Toilet Rebate Program
To reduce the environmental impact of excessive water use and to bring water cost-savings to homeowners in Halton, the region is offering a rebate. Limited to 1 rebate per single-family home, you may be eligible for:
- A rebate of $75.00 for approved 4.8L or less dual-flush models.
- A rebate of $60.00 for approved 6L models purchased any time during 2007-2010.
- No rebate on 6L models purchased after 2010.
York Region Plumbing Rebates
In order to attain better water efficiency and protection, York Region is offering a variety of financial incentives to businesses. These incentives include:
